Medicare opt-out rates and the "Medicare underpays" argument

For years, a common refrain across the healthcare industry has been that Medicare rates are too low to pay for care.

With only 1.1% of physicians opting out of Medicare, the rates are clearly sufficient to cover the cost of care.

If the rates were really too low, more physicians would exercise their right to opt out of the program.
